Art Trout, President

Arthur Trout is the President and CEO of MCAT Services, a California S Corporation. He provides the day to day operations of the company.

MCAT is providing Human Resource Administration Services as an outsource service.

Arthur was previously the Vice President of Cook Telecom located in San Rafael for 15 years.

Arthur was Vice President, Engineering of General Cellular located in San Francisco and Fairfield for 2 years.

Arthur was honored and accepted into the Institute of Electrical and Electronic Engineers in the 1970’s.

Arthur served in the US Navy from as a communications technician working with the Naval Communications Engineering group located in Bethesda, Maryland.

Michelle Crawford, Vice-President

Michele Crawford has over 25 years of experience at the HR director level in the healthcare, real estate and communications industries.  She joined MCAT Services in 2016 and serves as the Vice President of Operations and manages the Human Resource business segment.

Over the past 25 years Michele has managed HR departments for both her previous employers and our current clients.  She has been involved in strategic planning as a part of the upper management team for the organizations she has served and continues in that role currently.

Michele’s strengths lie in her organizational and knowledge.  At MCAT Services she works onsite at several clients and functions as their HR department. In that capacity she handles their benefits administration including interaction with their benefits insurance broker and various Third-Party Administrators. Because of the need for confidentiality, several of our clients have Michele handle their payroll.  She has been trained and certified by ADP and is familiar with the other large payroll providers.

Michele works effectively with both the management team and the employees in every company.  Over the years her clients have included large property management companies, manufacturing, distribution, healthcare and eldercare, transportation, event planning, and dental offices.

She understands employment law as it applies to each client and puts into place “best practices” when setting up and managing their HR infrastructure.  She is excellent in employee relations and gains the trust of both managers and employees. She is honest, knows how to keep confidences, is exceptionally insightful and a pleasure to work with. The word most often used to describe Michele is “professional.”  She is comfortable with herself, her role and her expertise.

Michele has a Certificate in Human Resource Management from (CSUH). She is a long-standing member of the Society for Human Resource Management (SHRM), California Chamber of Commerce and has continued her education by taking continuing education classes in all aspects of the HR field every year.

Vanessa Crawford, SPHR HR Consultant

Vanessa has been in the Human Resources field for close to 15 years. She has extensive knowledge in the Healthcare and Legal industries and has partnered with small, medium and large organizations. During her tenure, she has become an expert in all HR-related core competencies including talent management, benefits administration, employee relations, employee recognition, process improvement and organization strategy.

Vanessa’s belief that trust is key for any team to succeed has led her to make lasting connections throughout her career.

Vanessa likes to travel and spend time wither her three children, husband and dog; taking pride in being a baseball, basketball, football, and dance mom!
